I Refer To Jeff's Blog Terms agreed seem rather unrealistic given that bars have all their paperwork in place. 1  music at an acceptable level.      1a Acceptable to whom? 2 Windows and doors kept closed   2a What about the smokers who will be in and out every few minutes? How is that possible if all the windows and doors are closed. 3 Music to finish at midnight,            3a Perfectly acceptable as most people will want to go home then anyway. If not before. 4 Ensure that those sitting outside maintain order and keep the noise down. 4a  What do they think the people sitting outside are doing. They can't hear anything and hardly singing along as the windows and doors are closed. Is only whispering allowed? My God we are in Spain. Who wants to sit inside on a warm evening? Get real. What is the point of sitting outside when the entertainment is inside and all the doors and windows are closed. Being realistic again most of the bars only have enough room inside for 40 people max to be comfortable being only single units.  The area is economically dependent on tourism in the Summer as bars need to make enough money to buffer the long winter and residents do not provide enough "bums on seats." For someone to make the idiotic statement that there will always be somebody to take over a failed bar/business is absolutely ludicrous. Eventually investors will dry-up when they see the books.  The area will then die. The property bubble which seems to be getting better will die with it and the long term prognosis is a ghost town. Hopefully the crap corrupt councillors will die with it. There you go!
