You can grow potatoes anywhere, even on an apartment or villa balcony. 
 In warm climates like ours it is best planting your seedlings in either late summer or early winter so the plants are not trying to grow during the hottest months.

 PS. You should only use proper seed potatoes, but I always just pick a the ones I have in the cupboard that are starting to sprout. They nearly always give me a bumper crop.
