It is quite common to see dogs off their leads, with or with out their owner this has causesed problems.
Example..
Dog attacks .
.Dog on dog , and not to long ago an attack on a human needing hospital treatment. BUT one of the worse thing of all is dog fowling, its bad enough when owners just let their dogs out to do it , but when you see the owner leave it on the footpaths for any one to stand in what can you say.
The other thing that gets ne going is when they take their dog into the play areas for children and let them fowl with out picking it up.
EVERY ONE KNOWS THAT ALL DOGS MUST BE KEPT ON A LEAD WHEN OUT SIDE ITS OWN PROPERTY.
THE LAW SHOULD BE INFORCED AND HEFTY FINES GIVEN.
