Here is a link for people wishing to know more info regarding opening licences on opening  a shop and business as long as the premises is under 300 sqaure metres. 
 Something that has been kept very quiet from everyone. Obviously this is only regarding opening licences not any structural defects. Hopefully people take a chance and use it to there advantage as this bill was passed by the deputy prime minister of Spain back in May.
