ENERGY EFFICIENCY CERTIFICATE

Does anyone know,just what is happening with this new Certificate,It is due to come in on !st June 2013.Without this Certificate you will not be allowed to rent your house out for more than for months,also you will not ne allowed to sell your house without it.
I have read many reports lately,two even reporting that you will be fined for advertising a house rental,or even having your house up for sale from the stated date if this certificate is not in place prior to your place being advertised.
I have tried to make some sense,of what i have read,and I suspect the two reports with the fine scare are actually neatly placed adverts,from people or companies,who in fact offer these certificates possibly at inflated prices,to get sellers of properties to panic into rushing to get a certificate before the 1st of June.
I have spoken to legal people as well as Estate Agents,and come up with various stories,some sounding sensible and some sounding like me,who cannot sort out fact from fiction.
I believe the law will come into force on the 1st June 2013 (it has already been delayed earlier this year),I also believe the person to give me good info.stated that a period after the start date will be given for people to get Certificates.I can almost guarantee that most property in this area will be in the bottom two or three grades,so if you do get a certificate and it is in one of the bottom grades,dont worry about losing even more money,because you wont have to.
If any Agents or Legal people can verify what is happening or not happening,please let us know,Because I think a few people may be using this new law to scam as much out of sellers as possible,before people realise they could be payiny up to 400 euros for a 100 Euro certificate

I agree with you Alan. The scare stories that are coming out just seem improbable. The stories I've read about suggest that you need to be an architect (five years), plus take a two year extra course to be able to certify. In the UK, qualification takes a week and prices start at £45 for a survey ( I do come from Rochdale and houses are cheap there and that might double the price....). Some companies here are being disingenuous and are scaring people into parting with their money. It does sound like a Gas Man certification scam to me.
