THE PP MANIFESTO FOR ROJALES

INTRODUCTION
The present social- economic climate faced by our community has led us to develop
a programmed that contemplates a series of measures which will serve to assist
people in difficulty during this difficult and challenging period.
It is our intention that this municipality employs all available resources to respond
to the demands presented by the current economic climate and provide a clear path to
achieve this aim: to ensure the effective management of local authority resources with
particular attention awarded to social services and employment.
The effort and commitment employed by this candidature will be wholly devoted
to providing services for all members of our community, and defending local interests
above all.
For these reasons we ask you for your support.

EDUCATION
BUILDING A BETTER FUTURE
• We will continue to support economically those in need of funding for their educational
development through the offering of grants.
• We will continue to offer educational programmes and activities available for all members
of the community. Examples of these include the Summer school, EPA (adult education),
25s and over, Valencian language classes and IT courses.
• We will continue to support and fund adult educational classes for further development
across a wide range of areas.
• The construction and equipping of the Principe de España primary school for Rojales.
During the 2007 – 2011 legislature, the PP - Grip mayoral authority initiated the project,
that was approved by the Valencian Authorities, these included the approval of the planning,
assigned the site , and agreed to fund the development with a budget of 4.837.774
Euros. The project is now a tender stage, with 32 firms bidding for the execution of the
contract. The decision on the service provider is to be taken soon.
• The construction of the new Nº2 Public School to which a plot of land of 25.000 m2 has
been assigned within the ciudad Quesada development to house the nursery, primary
and secondary buildings. 2010 saw the official publication by the EU of the Project and
Planning requirements. 29 teams of architects have presented plans.
• To built a Park for the education of children in road safety.
YOUTH AND SPORT
A COMPROMISE WITH ALL AND FOR ALL
• We will continue to develop sporting activities for the community, particularly the sport
for children.
• We will support sports clubs and associations to help develop our youth and families.
• We will utilize the youth information centre and social media to publicize our initiatives,
reaching out to the wider community.
• We will maintain and build on our already extensive relationships with official organizations
and government with a view to extending our sport offering in Football, Handball,
Gymnastic, Cicling, Petanca. Tennis, Colombicultura, Olimpic Shooting.

CULTURAL EVENTS AND TOURISM
TO WIDEN CULTURAL VALUES AND TOURIST OFFERING THROUGH
PARTICIPATION AND INCLUSION
• We will work to ensure that local festivities and celebrations are a vehicle for community
participation and integration.
• Cultural activities will continue to be organized with a view to attracting the great majority
of local residents via different mediums; theatre, choir, literature and music.
• We will continue to upgrade local facilities, improving installations, access and scenery.
The Rodeo Caves and Huerta Museum are examples of this initiative.
• We will implement a Tourist Development Plan to encourage a greater awareness of local
culture, customs and sites of interest and natural beauty.
AGRICULTURE, COMMERCE AND INDUSTRY
OUR PRESENT SUPPORT TO FUTURE PROJECTS
• Promote the use of Municipal Office of Consumer Information (OMIC)
• Inform and encourage the community to consult the Commercial Innovation and Development
Agency (AFIC). AFIC´s remit is to aid, promote and consult on business
initiatives and administration.
• Continue to support local business through the Commerce and Tourism trade fair, Tapeo
for Rojales event, Food events and fairs, in conjunction with the ACR and ASEPIB.
• To train the service sector to provide an efficient and a fair service to the customer, making
Rojales a center of excellence.
• We will give a new impetus to the Mercado de Abastos as a center of commerce and
information.
• One of our priority is going to be the maintenance of a strong collaboration with the
“Juzgado Privativo de Aguas”, to protect the traditional forms of irrigation with quality
water, supporting the agricultural business in our locality.

SOCIAL WELLBEING
The basic objective of our programme is to secure the social wellbeing of all the residents in
Rojales and to support the quality of life of our residents.
We will concentrate our work in the following areas:
• Pensioners and disabled people.
• Families and Children
• Women
• Mental Health
• Drug dependency
• Immigration
We will find funding for building a pensioners residence.
We will continue to support the ONG that contribute to the wellbeing of our residents.
HEALTH AND ENVIRONMENT
THE IMPORTANCE OF HEALTH AND A RESPECT FOR OUR LOCAL
ENVIRONMENT.
• Conduct vaccination campaigns as part of a Project to improve community health
awareness.
• Specific health campaigns for children.
• Facing the continued and growing water shortage problem, we will continue to support
the National Plan Hidrologico, including the Ebro trasvase whilst being open to other
measures and formulas to upgrade water supplies.
• Conduct awareness campaigns regarding the misuse of water and encourage the reduction
in energy waste.
• Execute and enhance campaigns to sanitize and disinfect areas of industrial waste to
ensure public safety.
• We have gained approval and funding for fencing the “Lo Marabu” botanic gardens.
• Continue and enhanced the work already commenced on regeneration of the Rio Segura
and surrounding areas, which will be the centre of our environmental improvements
to the local area. This would include the creation of a green corridor to run along the
riverbank, recreational areas bordering the river, regular cleaning and measurement of
water quality and cleanliness.
• We will promote campaigns to inform the public of the needs to look after their pets and
cleanliness of the street in Rojales.
• Support the installation of alternative energy sources (solar panels).
• Employ effective control of waste, maintenance and fencing of land plots.
• Utilize measures to promote and secure the cleanliness of surrounding areas: containers,
green and litter free areas, conduct awareness campaigns and build and eco-park.
• Improving the Parque Recorral alongside the numerous green areas within the municipality
will remain a key part of our environment strategy.
• We will expand on our commitment to reduce CO2 gas emissions as outlined by Brussels
within the Municipality Pact.

PUBLIC WORK AND TOWN PLANNING
• We will improve kerbs, pavement and asphalt in different areas of the Municipal boundaries.
• We will continue improving the lighting, the road access, the landscape and the water
network in different municipal areas.
• To bury telephone lines and electrical power cables in the urban areas.
• The removal and improvement of architectural barriers to improve the pedestrian access.
• The building of a new Municipal Centre, already approved and finance, in land next to
the Town Hall. This will enable the Juzgado de Paz and Juzgado of Waters to be located
centrally in Rojales.
• We will start the second phase of the restoration of the Park-Museum Carmen Jiménez
Esteve.
• Approve and finance the Transport Station project. The construction will start soon.
• The local transport project has being approved. The next stage is to request a subsidy to
finance the project.
• Building of burial places in the extension of the cemetery.
• Work on the infrastructure of Heredades basic project.
• To negotiate and plan the East ring road with a new bridge over the Segura River, joining
the Guardamar road with the Pueblo Lucero roundabout.
POLICE AND CITIZEN SECURITY
• Building of a new headquarters for the Police. Equip and staff according to the present
needs and provide a suitable response to the citizens.
• To renew the Police vehicle fleet, giving preferences to low emissions vehicles.
• To establish a Protocol of collaboration between the Local Police and commerce, to provide
support in any situation that the police is required.
• To improve the citizens security with an increase number of police patrols and to develop
a better relationship between the police and the public.
• To improve the collaboration between all departments of the Town Hall to help address
the problem reported by residents.
• Revision of the town hall emergency response and evacuation during a crisis. Particularly
schools and pensioners.
• To request to the Interior Minister the creation of a permanent headquarter of the Guardia
Civil in Rojales.
• To continue with the road safety campaigns in the educational centres and extended to
other social groups.
• To educate the Local Police for a correct response to the demands of a multiracial and
multilingual society.
• The creation of a Web page of the Local Police to inform the citizen of local security
themes and establishing a communication channel for the individual.
• To improve the collaboration links with different citizen organizations, particularly with
“Vecinos Cooperando” (Neighbourhood Watch).

ADMINISTRATION, TREASURY AND HERITAGE
FOR A RESPONSIBLE MANAGEMENT OF RESOURCES FOR THE
BENEFITS OF ALL
Now more than ever, management of public resources is a serious matter. Giving the present
economic situation, our response must be one of commitment, transparency and a pledge to
provide the best possible answer to our problems. We will work to prioritize general needs in
terms of the individual, careful scrutiny of the resources available and the needs of all citizen.
• A digital administration, more effective, agile, efficient and modern, accessible to everyone.
• A citizen approach to the municipal work through the “Carpeta Ciudadana”. This will
allowed the individual to deal with bureaucratic steps online without the need to attend
the municipal offices.
• We will continue with the provision of adequate resources to the local administration to
guarantee a more effective public performance.
• We will continue promoting the web page of the Town Hall.
• Future investment will depends on the contributions of the Diputacion of Alicante, the
Valencian Community, the Central Administration and the European Union.
EMPLOYMENT AND LOCAL DEVELOPMENT
TO CREATE NEW OPPORTUNITIES FOR ALL.
• The government team will work to produce the conditions for greater employment opportunities,
improving the unemployed training, to guide and advise in their search for
a job.
• The ADL office, with 16 years of experience will continue to support the needs of the
Rojales´s public.
• The web of Local Development will broaden their service in answer to the needs of the
user.
• Counsel and information to new entrepreneurs and old businesses.
• We will provide advice to PYMES on the employment of individuals with disabilities
and other special groups.
• We will produce programs for and advice for job search.
• We will support the introduction of new technologies, giving courses on line, allowing
any citizen to have access to new computer technology.
