SPEED LIMIT ARE WE BEING TOLD THE TRUTH

I contribute to another Local Forum,in which several contributors are very knowledgeable.
I have read a comment on it this morning,that the Law the Council has quoted,may of inadvertantly been misquoted.regarding the speed limit in La Marina.
The comment I read today states that ROYAL DECREE 339/1990 DOES NOT MENTION ·30KPH AS THE LIMIT ON RESIDENTIAL ROADS, IN FACT IT DOESNT MENTION THE WORD RESIDENTIAL AT ALL. ·30KPH IS ONLY MENTIONED IN SPEEDING FINES
ALSO THE MANUAL DE CONDUCCION.APPARENTLY STATES THAT THE SPEED LIMIT IN SPAIN IS 50KPH,UNLESS NOTIFIED.I do not know who is right,but I know who my money is on,So do we have anybody on this Forum who understands Spanish law just who has told me the truth.and who was mistaken.Or perhaps the Council would like to comment,though if the Council was mistaken,I cant see an apology forthcoming.

Jeff,I have put on this Forum,that what was apparently said by you is less than honest,i.e that the speed limit on residential roads is 30kph,On another local forum this has been called into doubt on a comment by a respected person who has given much needed and honest opinions before.I personally dont know who is wrong but one of you is definitely not right.Normally you reply on this forum when you feel an injustice is done to you or a member of your staff or their family or friends(And yes you are perfectly right to get wound up at times)but I have also noted that some things you have said have been called into question and have asked for clarification (several from myself)to which you duly ignore,unfortunately by ignoring some innocuous questions,may call your honesty into doubt.
So lets be fair,and why dont you tell us if the words Residentail and 30kph,appear in the said ROYAL DECREE,

Earlier today I sent an e-mail to Jeff,seeking clarification of the speed limits in La Marina Urb,I was surprised to receive a reply from him very promptly,I am not going to copy both e-mails,but the gist of Jeffs reply,is that after speaking to the Chief of Police.is that under current legislation a recommendationof the traffic department is that all roads in a residential area have a speed limit of 30kph,drivers should also acknowledge this speed limit on all unmarked roads on the residential area.On roads approaching the residential area the speed limit is 50 kph.unless stated differently on speed signs.
I would like to thank Jeff,for his speedy reply,although the limits are recommendations and suggestions,not knowing Spanish Law,I dont know if the arguement would stand up in court,and I will try not to find out the hard way

Andi thanks for that it is as i suggested elsewhere better to do 30kph unless you have a pet lawyer who may take the case up, if there even is a case to answer as we discussed earlier the 50kph is correct unless sign posted 30kph or any other speed limit. As I also said if 30kph is to be the speed limit on the Urb then the removal of the speed humps would certainly help lessen the damage to vehicles which some seem to think is a certainty. Can I respectfully suggest you choose the correct gear for your road speed say 2nd or 3rd.
