Electricity bills to go up once again

Apparently the Spanish grid is set to produce 105,000 Megawatts per year
But the actual highest actual consumption ever was less than 40,000 Mega watts.

So we the end user is having to subsidise the 65,000 Megawatts that no one uses ?
