i phoned an estate agent this afternoon to enquire about this and she said not to worry as it has been changed to next year and as soon as they know all the details they will advise all of their clients,

I spoke to my solicitor in February as I am in the process of selling my little finca in Dolores and was told that it was to commence in January 2013, but the monitoring system was not in place at that time the scheme was deferred until May.
I asked who would be testing the properties and it transpired that this would be done by someone from the owners solicitors.
When asked how long it would take to train someone to do this type of work, the answer was a blank look and a shrug of the shoulders as they had no information regarding training courses and the implication was that it could take months or years to put into operation and in the meantime the starting date will keep being deferred.
In conclusion it should be noted that the system is to assess heat and energy loss from each property as in the U.K and other parts of Europe .......BUT......it would only be possible to install Loft or Cavity Wall Insulation in very few properties in southern Spain.
We shall wait with baited breath for the answers from those that are mightier than us.

Ian you seemed to of passed on a letter to this forum,from the Iberswitch care team.I have tried to find out if this (energy effiency certificate)the more i hear about it the more certain I am that it will not be ready by the stated dates.
But no one seems to of heard about penalties for having your house for sale or for rent on the 1st June 2013 without having the stated certificate in place.If this is to be the case ,I think every house rental or house for sale would be taken off the market.thereby allievating the pressure of paying penalties.
The main problem is that people may be frightened into paying extortinate payments to get a certificate,or even worse get a certificate from a dodgy unreliable source that will not hold water (let alone energy)Looking at your comment you may of been given this information by Iberswitch,if so is their anyway you can get them to confirm what is written

I agree with you Alan, there seems to be all sorts of stories flying around the free press as well.
I've tried to find out more information on qualification requirements to be an assessor and some answers included, being an architect or engineer and still having to complete a two year course on top!!!!
In the UK, its a one week course to qualify and prices for the certificate are about £45 not the €250 upwards quoted here in Spain.
