NOISY: Plaza del Congreso Eucaristico in Elche
AROUND 30 families that make up the community of property owners of number three Plaza del Congreso Eucaristico in Elche are fighting for their right to get a ‘decent night’s sleep’. They are considering taking criminal proceedings action against the town hall for allegedly not taking appropriate action to stop the noise since it was first reported in 2008.
The most recent sound level test of the nearby leisure area was conducted by local police mid-May. Noise level limit is 45 decibels (dBA), but the noise being generated by the pub ‘The Clap’ was 67.4dBA, restaurant Arenal 65.4dBA and hamburger stall Africa and Cafe Paris were 66.2dBA.
Residents say the main source of noise is usually the voices and laughter of the guests and the noise of furniture and garbage containers being moved, especially at closing times. According to existing restrictions, terraces can be used until 11pm Sundays through Thursdays and until midnight on Fridays and Saturdays.
Currently they operate until midnight weekdays and until 1.30am on weekends. Numerous individuals have complained since 2008 and a joint complaint filed by the community in February.
“The town hall said that they would notify the businesses informing them that they need to keep the noise levels down and close at the designated times, but this has not been done,” said Mari Luz Costa, spokeswoman for the affected homeowners. “We have waiting patiently this past month because of the change over of the team managing the town hall, but at the same time we believe that something should have been done last week as this has been going on long enough, but the situation is the same,” said Costa.
In March there was a similar case of the residents of Alfonso XIII and Jose Ramos who were awarded €30,000 compensation from the town hall for their ‘inaction’ by the Valencia Regional Supreme Court, Costa pointed out. Plaza del Congreso Eucaristico have been in contact with other communities in other areas of Elche who are experiencing the same problem.
They have a Facebook group ‘Elche sin ruidos’ – Elche without noise – which unites these property owners. Elche Town Hall was contacted but did not comment on the situation.
This issue of bar flaunting the rues, reg's and the law on la Marina has been going on for years.

If the old councill cared so much about you or the public of la marina/San fulgencio they would be out there trying to show members of the public there trying to do things for you or making a noise. It seems the opposition to the PP&PIPN are none exsistent. My own thought is now there not councillors they cant be bothered with the people they kept bugging to vote for them.
I have to agree these new councilors seem not to care they are in power now so thats all that matters, but I am sure that will change come the next election.
Jeff does not even answer us anymore which just goes to show he is not listening to the people in La Marina who he should be working for

Jeff has not reason to answer anyone on here. If you want I be stupid about it I'm sure a ex councillor use to use his website for anything that was going on with the council and not a forum.
So Jeff now has his own blog/website that he uses.
skywalker,again you are not prooving anything by putting comments on here given to you via other comments by other people,you gave me a 184 page book to read that was quite positively saying,that noise limits were recommendations not laws.
As for the 4am licenses just give me a page number to find for the proof of 4am licenses.

You say there is no reason for Jeff to post on here as he has his own blog, BIG DEAL, this is where the people are not on his blog, this is were the questions are being asked AND NOT ANSWERED not on his blog. Its his job to work for the people, but it seems he does not make the effort.

So go see him and put all your problems to him face to face. If you have already done that and nothing has changed, what do oi think will change by doing it on a forum
So if its not his job to answer us on the internet and only in his office then what is the point in him having a blog?
His job is to serve the people that voted him in and not sit on his ass in his office waiting for his subject to visit him. He can see there is a problem, if he was good at his job he would do something about it.

I must agree with Andi,Why shoulf Jeff answer you on this forum,up to 10,000 people are on the Urb in certain times of the year,whichever way you look at it very few of them write or ask anything
on it,on that assumption why should jeff answer every question that is asked,by so few,At least he has started writing things on his blog and it is easy to get to just google his name or google PIPN and you will get a link to his blog.Undoubtably he does read this forum and takes in what he reads,I am not particulary a Jeff fan,as comments oh here by me will show,But i believe in the instance of bar noise,he seems to be saying all the right things,but it seems a sort of vendetta against him is going on because he will not bow to forum pressure by a few,but he is doing all he can to quieten down the rowdy few.
Just my opinion,for what it is worth
I like your out look on things Andi and maybe you are right and I should just put it down to life and get on with mine, its just that it does not seem fair that some people can do what they want and effect my life and others that are meant to be there to help, do not care, I will do things the legal way and see what that does

How does the sound proofing prevent the shouting, screaming & glass breaking on the their front terraces of the 4am bars & the fighting in the main & surrounding streets after 3am as did last Friday, these are the issues of the main bone of contention on this forum ?
Alan I am sure you are right that Jeff should not have to answer on this forum as its not read by many in La Marina and most know his name and can Google him and find the blog, but what about the ones that are looking at coming to the area and know nothing of Jeff and his blog? I am sure they do read this forum as its easier to find on the search engines and by doing a quick check I see that its being read by a lot of people compared to the blog. I think he is missing a good opportunity but there again I am sure he knows what he is doing and does not need a local website to let the people know how much work he is doing. Lets see what happens at the next elections.

Dave you have a point about the people who may be wanting to move into the area reading the forum,of course if they see the problems we seem to be having at the moment,they will have the opportunity to try elsewhere.One other point is that when the new council were voted in ,jeff answered nearly every question put to him, on this forum some of his answers were a bit dubious but believable,i actually put it down to be new to the job,and as always it was a learning curve.I have seen him on several occasions about things to get them clear in my mind,some of what he told me didnt seem clear and I said as much on this forum at the time,I soon realised that some people had a thing about him not being fit for purpose,which I know ,is what a lot of people do to anyone who has some sort of power,but I also believe that he has a life outside politics,and he has in the past been berated by people when out for the evening,I also thought he did a great thing in alerting us to the standard of living that some of the unemployed were having to live with last christmas and the fact that residents gave enough food for 39 families to be fed over the last christmas,and those parcels are still being collected.So I fully understand why he stopped putting answers to comments on this forum
Of course if people see something wrong with what he blogs,then the obvious thing would be to name and shame him on this forum.
I really hope that this bar arguement dies a death very shortly,but i will always have an opinion of my own and will voice it if i feel an injustice is being done.
Samantha your obviously confussed, we have no problems on our terreces, I was discussing the problems that the 2 4am bars have.

So are you telling us that the bars near you do have problems on the pavement and terrace, if so no wonder your resident neighbours are a sick of the Consum bars.
You have a very good point Alan, it does seem that Jeff gets a hard time on this forum, but I do feel that this goes with the job sometimes. I for one read on THIS forum about the families without food and I sent my own donation, I did NOT read about it on his blog. Did he write about it on the blog? I am not sure, but with only one reader per day it would have not got much of a response.
I would say that by posting on this forum and others in the area was what got the message to people and they in turn did something about it.
This shows that this is where he should be posting not on some blog that no one is interested in.

If what you say is correct, and I ave no reason to doubt you, then you should phone the police as well as the poor people living across the road from you.
As I thought Jeff did not write about the poor families in the area on his Blog (if he did I can not find it) so he has used this site and others like it to get the message across to the people of the area.
If this is the case then these sort of forums should be used to help the local people of La Marina and those thinking of moving to the area.

Sorry about my comment which read that Jeff got the feed the needy collection off the ground using his blog.I was trying to say that Jeff was facing some sort of vendetta,and was pointing out just a couple of things he could be proud of.I wasnt trying to miss lead anybody,although on re reading my comment it may of been misconstrued as that.In fact on his comments concerning the feed the needy on this Forum I had made several comments of support for it.
I think it was posted on this (maybe another forum, sorry I am not sure) that it is the council that pays the fines, basically the resident rate payers, then if lucky the council fines the bars a bigger fine in the hope of getting the money back.
