Are commercial companies allowed to use the bins for waste?Just seen an air con company fill a bin with their waste on Luis De Gongora with cardboard,metal and building waste.??

Don't think so. There is a tip for such things, but a card is needed before you can enter.
Why don't you name and shame the company ?

Must have been a big unit, they usually just have a cardboard box and some polystyrene packing.
