Ownership change of cars

Has anyone any thoughts on what we can do?
One shouldn't speak ill of the dead, but Chris Durring of Amigo Cars has done it again - stuffed regally up it seems from the grave. My son exchanged his BMW with a Volvo with Amigo Cars in Dec 2013. No contract as per usual for Amigo Cars, but he did eventually get the Volvo registered in his name. However, a month ago 2 letters dropped into the mailbox, one Suma and one ITV warning for the BMW! He tried to explain he had sold the car but they wouldn't listen, and told him the car was still registered to him and he has to pay. On Friday he went to the Guardia Civil in Guardamar to explain the situation, and spoke to the boss in charge, who checked and told him, yes - the car was his, but someone else had it insured so he didn't have to worry about accidents etc he could be liable for!! He was told by the high ranking officer to come back with a translator to fill in forms for repossession of the car. When he eventually got a translator off he went again yesterday afternoon to do the deed. This time he met a young policewoman who insisted that he pay the Suma and went to the ITV or he could risk being fined. On asking how he could do this without having the car she just shrugged him off ad repeated that the car was his and he had to ITV it ASAP! So from Friday to Wednesday the police have done a complete U turn.
What do we do next? Is there any way we can find out who the new owner is? (We have seen the car driving around La Marina, but the first guy we spoke to advised us not to approach him) How can he ITV the car if he hasn't got it????
Anyone any ideas? He thought of reporting it stolen but then they would say "why didnt you report it before" The last time he saw the car was in 2013, in Amigo Cars yard where he left it on collecting the Volvo!...Don't see the point of a lawyer as its not his fault and why should we have the expense of a lawyer for something the authorities are responsible for?

As your son is still the "registered" keeper, (new owner has not done the transfer) he will be responsible for SUMA bills etc.and could be liable for any speeding fines etc. I would try and "baja" the car at Traffico. Best person to speak to is Amanda, on 625 864 373, who does re-registrations etc.
