Question for Councillor Jeff.

Is it true to say that there is a bye-law being passed as we speak that it will be required anyone raising funds for any Charity or a charity holding a fund raising event will have to be a legal registered Charity. If this is true, then what are the conditions, what are the penalties if raising funds or holding a event if you are not a registered Charity.
If this is the case you know you will be driving a lot of groups / people who raise funds for many things underground.
I also understand that the council / government want there taxes and money.
So a response would be helpful
