Can some one explain this German Law to me

Have just read that The head of F1 Bernie Ecclestone, Who has been in court in Germany for the last three months accused of giving a German Banker a 26 Million pound bribe for a certain favour, has now offered the German Court 60 million pound to drop the charge, and apparently the court has accepted.
Surely two bribes are better than one.
Does this sort of thing make the law an ass, or what

Obviously money doesn`t mean much to Bernie, But I think at his age he may of worried about the 10year imprisonment that the charge carries.
