Grant you need to put in a planning application down at the town hall in Sanfulgencio. You can draw the plans yourself as far as I know. Have a word with jeff or one of his staff in the office on Calle madrid. They will be able to put you right, or tell you who to speak to.
Ask to speak to Paulino. His a spanish councillor but talks fluient English. He is very efficient and precise. Plus he has direct dealings every day at the main town hall.
